Which cygwin are you using ?
I was able to compile it (the rc tarball sed-4.3.20-e9ab , which is the
same as the current git) on the following system:
$ uname -a
CYGWIN_NT-6.2 WIN-9FFSHRJAFVN 2.6.0(0.304/5/3) 2016-08-31 14:32 x86_64
Cygwin
$ cmd /c ver
Microsoft Windows [Version 6.2.9200]
$ gcc -v
