I've made a windows port (win32 + win64).
You can download it here:
http://ssbssa.dyndns.org/plzip/plzip-1.1-win.7z

Also contained are the changes needed to compile it (as patches).

I've used:
- plzip-1.1.tar.lz
- lzlib-1.5.tar.lz
- mingw-w64-v3.0.0.tar.bz2 (for winpthreads)
