I had a similar problem and this is what I did and is working:

1. Remove libspeex.so.* from /usr/lib
2. Rebbot machine
3. Run ./configure from speex directory
4. Run make
5. Run make install
6. run ldconfig
7. run ./configure from linphone-1-1.0

If you still have libspeex-* files in the output of ldconfig you should
remove these files manually out of the library directory. After this you
should install the newest libary version.
