Unfortunately I completely agree with Ged. The problem is that internet in this country seems not to be free...
Maybe wireless through satellite is the solution, but it's expensive.
You may invest your time in politics, that's the best way to proceed, but not the shortest.

Your problem is political, not technical.  If you do something to
tunnel other protocols through HTTP because your ISP is providing
limited services, it will only be a matter of time before the ISP
notices the change in the traffic and stops you again.

Is there any full version of Siprox ((not source files for advanced
users)), to work in windows XP ???

I know nothing about Windows, I only use Linux - try it sometime.

Is it possible to use wireless networking in your country?
