The package is indeed in the apt pool (http://apt.liberty-eiffel.org/pool/main/libe/liberty-eiffel/). Do you have all the dependencies? Could you try installing the package manually?

Now that I think a bit– it may be an architecture problem. We have the amd64 packages but i386 are not compiled. What is your architecture?
