optim-1.6.0 released

Hi,

a new version of package optim, 1.6.0, has been released at Octave
Forge.

The most notable change is that a compatibility frontend 'fmincon' is
now available.

With Octave 5.1, and the 'parallel' package installed, gradient
computation can now performed over a cluster of machines, if
desired. However, it will still take some time until a release of
package 'parallel' for Octave 5.1 is made, since 'parallel' needs a
general overhaul, which is still some work.
