(In the interest of 'soon', here's my answer.  Someone may follow with a better one)

There were contributor guidelines in previous versions of the documentation [1]. I still follow these instructions and they generally work, but I've been told that they're a bit out of date.

The recent version of the documentation (4.2.0) removed these instructions and put them on the Octave Wiki [2] under the Mercurial heading [3]. (there's a bunch of 'getting started' type stuff there that should probably get put on a 'getting started' part of the Developers page [4]. I only found that because i know to look for Mercurial.)
