This looks like a trouble-some bug.

If this happens again, a copy of the configuration should be saved so we can 
parse it and try to determine what is wrong.

Looking at my configuration, I’d guess the problem is in 
".config/octave/qt-settings” … although the name implies it would only apply to 
the gui, the contents have settings that are more general and would also apply 
to the cli.
