Thank you guys!  I just tried, located the '.config/octave', deleted it.  Now, both cli and gui are working.  It seems some previous setting got messed up.  Really appreciated your help, otherwise it would take me a long time to figure out or I might have given up on a great opensource software.

On windows vista or later, 
".config" folder exists on the folder by which USERPROFILE enviromental variable points.
See how OS set USERPROFILE environmental variable, startup command prompt and type "set".

The values of  environmental variables are displayed and you can see the value of USERPROFILE.
