In addition. please do the bottom posting[1] on this ML because it is 
a custom on this ML.

Octave-3.8 binaries were placed at  http://mxeoctave.osuv.de/.
But link (and files?) were deleted and just show
"GNU Octave offers now Windows binary itself. Go to 
ftp.gnu.org/gnu/octave/windows/".

I have keeping windows binary installer of octave-3.8.2 on my local PC.

According to GPL, I can distribute it on my web site.
But I have to confirm that I will able to do it without permission from 
original builder.

I have made a post to octave-maintainer ML for the permission[2].
