We have Mexican people on the group but I am not sure if they are in
Mexico right now.
I am not an specialist in the particular topics you are interested. I can offer:
- A general introduction to Octave (we would follow the book), which
will allow you to read and write m-code (scripts and functions).
- An introduction to oct files (how to speed up some code using Octave C++ API).
- How to create Octave Forge packages (to distribute your code).
- Optional specific topics: solution of ordinary differential
equations, optimization package, and others (regression, markov chains
and hidden markov models, stochastic ODEs, etc...)

You can see some material I have prepared for high-school kids (in

If you accept to do it online, there are several possibilities. All of
them could be in English (potentially more people can help) or
Spanish.

A - Blog/Video
1. Written classes and exercises.
2. Periodical video meetings for giving feedback, consulting and
discussing difficult/interesting topics.

B - Fully written
1. Written classes and exercises.
2. Progress evaluation and feedback via questionnaires.

In both methodologies we could have a final event within the group, to
stimulate a little bit of competition.

In case you want to discuss any of these offers, we can arrange a
video call. I would only charge for my time, which will depend on the
option chosen (A cheaper than B), and a donation to GNU Octave via the
official website.

Let me know if you are interested. The best for you is to try to find
some local tutors, but if you fail to do so, I am willing to help.
