Update: I have now installed the cygwin package octave-devel and here is the
error message:

Marco or Stefan: Do I need to install any other cygwin64 packages?
e.g. some version of gcc? which package?
try installing my binary package of octave-instrument-control
with
setup-x86_64.exe -X -O -s http://matzeri.altervista.org
it should be simpler.
