Hello,
Why don't you use Synaptic (Ubuntu's package manager) to do that?
You might as well use the following terminal command:
$ sudo apt-get install octave
And, should you be interested in qtoctave (Octave's 3rd-party GUI):
$ sudo apt-get install qtoctave
