Octave on windows is a little different.
The packages are installed with the installer for the version built with
Viusal Studio, "octave-3.6.4-vs2010-setup.exe". To get the package you have
to unistall and reinstall. Pay attention when you are selecting what is
installed.
If you installed with the version built with GCC, then download the packages
"Octave3.6.4_gcc4.6.2_pkgs_20130402.7z" and follow the readme named
"Octave3.6.4_gcc4.6.2_pkgs_readme.txt" inside the 7z file.
Once you have the package installed, you need load the package you want to
use with "pkg load odepkg".
