Is it possible to change the locale (so as to have access to translated
messages)
after octave startup or only upon restart? Also: I assume it inherits
the OS locale settings (e.g., LC_ALL env var) -- how about Windows versions?
I suppose it could inherit from Cygwin or Mingw, but again, how about MSVC-
compiled Windows versions?
