Preliminary binary of octave 2.9.16 on mingw is updated.

Because of the modification of the source, the pkg install command seems to 
work.

However the packages which reuiqre the pkg-config command cannot be not be 
installed.
(ex. the symbolic package)

This time I wrote the simple memo so that the sitiuation will be a litte 
comprehensive.

Perhaps the official mingw binaries will appear in the near future.
At that time, this is deleted to avoid the confusions.
It will becomes the instructions for building the mingw binaries guide.
