I've been out of the loop for a while on Windows builds, so I will
leave this to the wisdom of the list.
From my own experience, the easiest way to use add-on packages is to
install octave via cygwin. This approach doesn't always work,
sometimes ending in a non-working system after 100's of Mb of downloads
(this happened a couple of times but I never figured out why).
Patching gnuplot so that it uses the windows terminal and doesn't drag
in all of X11 might help.
