Either you added a ".tar" that's not in the filename or the file is tar'ed one time too many. If the file really ends with ".tar.gz.tar" I guess you can untar it by runningpkg install general-1.0.0.tar.gz.tar
tar x general-1.0.0.tar.gz.tarwhich should give you a file called "general-1.0.0.tar.gz" which should be installable using pkg.
