octave-forge is somewhat similar. There is also the wiki

This is the big issue -- are the original copyright holders (e.g. the 
authors) of the scripts willing to release them under the GPL or indeed any 
other license? I find most people will be willing, but they have to be 
approached individually. I don't think anybody here wants to take the risk 
of redistributing anything with an unclear license.

I think mathworks does not place any restrictions on the files placed in 
the file-exchange, but I'm not sure.
