A good way to inform users about new releases is the Freshmeat.net
notification service. The Freshmeat users receive an email when a new release
is available. One good thing is that the users can subscribe to one or
several release branches (Default, development, etc.). Another good thing is
that the number of subscribers increases the popularity of the project and
increases the visibility of Octave in Freshmeat (a quite popular website).
There is an Octave page:
http://freshmeat.net/projects/octave/
but the information is quite old.
