FWIW, it the makeinfo came from sunfreeware.com I would not
completely ruled out that the package is corrupted
(or some of the files may have been overriden by something else).
I had some problems like that in the past.
I do have
address@hidden doc]$ pkginfo -l SMCtexi

                   7 shared pathnames
                  10 directories
                   8 executables
               10464 blocks used (approx)


and it does work fine:

address@hidden doc]$ make comms.texi
Making texinfo comms.texi
address@hidden doc]$ wc comms.texi
  23412  118782  764399 comms.texi
address@hidden doc]$
