cd problems

I realize that this is a hopelessly simple problem but I have been
struggling with it for a couple of days.

How come this works:
>> dir c:/emme2
EMME2.log  Springs      bin  enif           etc  macros  tutorial  wpgdata
Medford    autoexec.ex  doc  enif_e2course  lib  ppacg   winnipeg

But this does not:
>> cd c:/emme2
error: c:/emme2: No such file or directory

Win2000
Octave 2.1.36
