Yes, I think most of these CRLF problems have been fixed. But if you
notice something that doesn't work, please submit a complete bug
report to the bug-octave mailing list.

Right. If someone wants this to work, they'll need to submit some
patches or pay some consulting fees. I'd prefer to avoid dealing with
it in Octave, and would suggest using a conversion utility (dos2unix,
recode, tr, whatever).
