possible windows octave installation fix (but don't count on it)

For those with Windows installation problems, a potential (NOT GUARANTEED)
fix may be to add the following line to C:\config.sys and reboot, then try
installing again:

        shell=C:\Command.com /e:4096 /p

A real solution may be on the horizon, but please, please be patient; there
are only 2-3 of us working on this one per cent of our time.
