sorry but i don't understand

i'm using octave form some mounths but i don't understand octave.conf
and LOADPATH.
My octave.conf is:
LOADPATH = [ ":/usr/local/share/octave/site/m//", LOADPATH ];
i put my files.m in:
/usr/share/octave/2.0.16/m/octave-paolo   but octave doesn't load my
functions, for example the functions
stored in /usr/share/octave/2.0.16/m/signal  are well charged.

can anyone help me,
