It looks like you're not using gnu make, which is required to compile
Octave.  It may be installed on your system with the name "gmake" (common
alternate name for gnu make), or else you will need to install gnu make in
your machine.  

Other gnu software I've needed to install on an alpha for the sake of using
octave:

gcc, libstdc++, flex, bison, grep (gnu version), texinfo.

I've got a (gnu) makefile for the installation of these packages on the
alpha that I work on, if you'd like a copy of it to work from I'd be glad to
send it to you.  You'll need to download the gnu software itself, but the
Makefile should make the installation process a bit less painful.
