FWIW: there's some free Delaunay/Voronoi source in Java (and a
      very nifty on-line demo) at:

http://ra.cfm.ohio-state.edu/~zhao/algorithms/delaunay/delaunay.html

I haven't looked at the code, but it should be possible to convert it
to Octave.
