Actually there is a binary of octave that works just fine on the RedHat
CD.  Try that one first.

The problem you are having is that the binary distribution you downloaded
was compiled with f2c rather than a fortran compiler and you don't have
the f2c package installed.  I run Red Hat 5.2 and the binary that comes on
the Red Hat CD worked just fine.  Later I downloaded the source and
compiled it myself using the fortran compiler in the Red Hat
package egcs-g77 and it worked great also and allowed me to compile with
some options I wanted (support for dynamically loaded functions, etc.)

The moral of the story is that a binary that comes with your linux
distribution will work.  Any other binary is risky.  Compiling from source
is best.
