There is also a very nice matrix library at
http://www.lsc.nd.edu/research/mtl/.  Unfortunately, its license is also
incompatible with GPL.  I would adopt it for my work in a minute if they
would switch the license to GPL.  Perhaps the authors would change the
license if the octave community approached them with a proposal to base
octave on their library?  It would truly accelerate the development of both
tools.  (I realize of course that it would require one or more people who
actually have time to take on such a project!)

P.S.  I would also like to see octave (and R) adopt the GNU scientific
library for low-level C routines (random number generation, etc.)  It IS GPL
and can be found at http://sourceware.cygnus.com/gsl/ .
