start with x.y.z.90 in which x.y.z is the version number for the

Yes, at least for now.

Have you looked at http://www.che.wisc.edu/octave?  The download page
gives the scoop on the stable and development versions.  The test
releases are really only meant for people who are interested in
actually testing Octave before a new release, but they are also
publicly available on the ftp site.
