Mktime-1 test failure

Hi,
        I am compiling octave on an HP 9000/750 (hppa1.1-hp-hpux10.20) and
everything seems to work fine, but when I "make check" the mktime-1 test
fails.  The test, which executes the following;
t==time
mktime(localtime(t))==t

Gives a value for the mktime(localtime(t)) that is 1 greater than t.  (they
should be equal).  Any ideas on what is going wrong?  Using gcc 2.8.1,
libstdc++2.8.1.1,... all as up to date as I can find.  I was able to compile
this the first time (using the same ./configure -with-gnu-as) command as I
am using now to get an perfect executable.  I then re-configured to build
using the lite-kernel option and didn't like the result. (ran too slowly).
When I try to go back to the "heavy kernel" I get this problem.
