Specs file

I know this is off topic so I hope the list will forgive me.  I want to
find information about changing the gcc/g++ specs file.  I have looked on
the web and in online info.  I am not very proficient with info so I may
have missed it there.  If someone could tell me the info heading or
document to look at I would be grateful.
     I am using Linux on intel and I would like to change specs file to
apply the -fno-strength-reduce option to all compiles.
