Well, the README.Debian is not part of the GIFT distro. The Debians take the 
GIFT distro and then add their stuff in order to package the GIFT.

I would suggest taking the stuff at alpha.gnu.org . There should be a 
prerequisites package. If this package does not work for you this would 
interest me a lot.

Well, the GIFT is part of the GNU project. Programs that are part of the GNU 
project usually run (at least) on GNU/Linux. In fact, currently GIFT runs only 
on GNU/Linux. Some small patches, and it will also run on MacOS X. I think for 
making it run on CygWin it would take a bit more, i.e. removing the plugin 
mechanism or doing the plugin mechanism in the real libtool way.

As far as I understand Ernesto, probably the easiest way to get a running GIFT 
is to install Debian or a Debian-based GNU/Linux distro.
