NB. I just did this, with perl gift-install-prerequisites.pl $HOME/bin
$HOME/lib, and there were still problems. Some Perl modules would not "make
test" or "make install", e.g.


       CPAN.pm: Going to build T/TJ/TJMATHER/XML-XQL-0.67.tar.gz

     Checking if your kit is complete...
     Looks good
     Warning: prerequisite XML::DOM 1.29 not found at
     /usr/lib/perl5/5.6.0/ExtUtils/MakeMaker.pm line 349.
     Writing Makefile for XML::XQL::Parser
     Writing Makefile for XML::XQL

Now, I have XML::DOM 1.27 installed at system level, and CPAN has
downloaded ~/.cpan/build/XML-XQL-0.67/lib/XML/XQL/DOM.pm....
