That is true. There is something wrong with the setup here. This should work without any problem after just a normal install of Emacs+EmacsW32 (and Cygwin of course). No special setup should be done in .emacs for this to work.
However, you should run Options - Customize EmacsW32 from the menus to get everything setup correctly. There is a part called Program and Value Search. Will, could you please try the "Find All!" button there and after than test if you still have the problem above? (You may have to remove something in your .emacs too.)
