Please try with the unpatched version. If the problem is still there 
then use Help - Send Bug Report from the menus to report the problem.

If the problem does not exist in the unpatched version, then please tell 
me ;-)

There has been some discussions on problems with url on Emacs on MS 
Windows on the developers list.
