Happy to report that I succeeded to build the current groff HEAD
on macOS with ease using the following steps based on nixpkgs 
(https://nixpkgs.org):

% nix develop nixpkgs-dev#groff    # create a nixpkgs based build env
$ ./bootstrap       # the nxpkgs based build env is launched with bash
$ ./configurePhase  # all *Phase commands are provided by the build env
$ ./buildPhase      # and run the appropriate commands for details see
$ ./installPhase    # 
https://github.com/NixOS/nixpkgs/blob/master/pkgs/tools/text/groff/default.nix
$ ls -lsa outputs/out/bin/groff
