Many fonts have these glyphs, e.g. Arial, but the stock groff
fonts like Helvetica an Times seem to lack them. This also
works for me:

  .AUTHOR    "Yannick P. Guique"
  .DOCTYPE    LETTER
  .PRINTSTYLE TYPESET
  .FAMILY Arial
  .START


Did you try to give the "-K utf-8" argument to the compiler?
  
   groff -mom -Tps -K utf-8 letter.mom | gv -
