FS's anonimity levels in other applications

Hello,

I have a simple question: can the whole "anonimity level" mechanism used
by FS be "abstracted" so that other unrelated applications can use it,
or is it deeply connected with FS's architecture?

I can think of a few applications that might want to use it instead of
using e.g. CADET as-is, so it would be nice to have a library/service
implementing it.

However, FS is a black box to me, so I'm not able to tell if the
mechanism can actually be extracted or not.
