Yes.

Mostly, yes.

The *receiver* can ask a peer to stop the migration (disk full, content
full of duplicates, etc.).   If all other peers ask a peer to stop
migrating, well, then it'll stop as well.  Otherwise it won't.

Naturally, normal downloads and queries have higher priority for
bandwidth than migration.  And of course, users can disable migration
(receiving or sending) entirely per configuration.
