0) to install / config / check Tor, see:
http://www.torproject.org/docs/tor-doc-unix.html.en

then to keep tor/polipo updated:

1) add this line to your /etc/apt/sources.list:
deb http://deb.torproject.org/torproject.org hardy main

2) then add the gpg key used to sign the packages by running (from
command line console) these two commands (see:
http://www.torproject.org/docs/debian.html.en#ubuntu): 

gpg --keyserver keys.gnupg.net --recv 886DDD89

gpg --export A3C4F0F979CAA22CDBA8F512EE8CBC9E886DDD89 | sudo apt-key
add -

3) refresh your sources and install/update Tor by running:
apt-get update
apt-get install tor tor-geoipdb
