I do. I need digital art source files to learn how the final art was
done and to change the final results if I'm allowed to do so. Take
Blender movies as an example of this. If you want to modify one of the
scenes of the movie, you can do it because you have the source files.
Otherwise, you would have to create the whole scene from scratch
(models, texture, lights, animation, etc).

Although current free licenses for artwork don't require the artists to
include the editable files (source files) to consider it free cultural
work, I think it's a good practice to include them if they exist.
