This is really logical.

Ask your computer:

"
$ whatis xset
xset (1)             - user preference utility for X
"

So, xset only works for X, that is, the GI.

I don't know how to turn the screen off in a terminal. If you leave it
innactive, it should fade away.

DISPLAY variable (is writen in uppercase) is valid only if you have a
X server you want to use (can be run in another computer). This
variable tells which computer you want to use to draw graphics. It
doesn't make sense for you.
