Amaya seems to let me create xhtml, css, mathml, but I don't see plain-old html.  Blue fish looked promising, but seems to o text oriented, and not WYSIWYG.  Finally, Mozilla composer isn't available on mu Ubuntu box.

Bluefish is released under the GNU GPL, and it's in the repositories.
