Indeed, and in such matters non-public discussion is often appropriate. In those extremely rare cases where a technical issue gets booted up to the SC, it is because open discussion has failed to reach a consensus. This should almost never happen in practice. Note that this is an argument for avoiding a situation where you have some but not all of the maintainers on the SC. But there are arguments both ways there.
