IMHO, as with every issue that involves non-trivial trade-offs, the
answer is ``it depends''...
It strikes me that you and Robert don't actually disagree here; it's
just that Robert thinks about a situation where a small number of
persons who control a project manage to process important chores
quickly and timely and give the other participants a feeling that
their contributions are welcome, while you think about a situation
that is less optimal. That is, control and stability are perceived as
good when the community members feel they are used to their benefit.
