to add my two cents to the answers you already received from Ronald and
Erich:

As Ronald pointed out, the game itself is mostly written in C++.  The
code is reasonably clean, but it could use a little more documentation
and is relatively terse in places.  

I'm currently working on VS.NET support, as far as I know nobody has
built a project for XCode yet.  In light of this I would suppose that
the predominant programming environment is Emacs or Vim :-)

In addition to the proposals listed on the home page, every developer
has his or her personal wish/todo list.

Very few, currently.  My theory is that this number would increase if we
were to introduce more bugs into Enigma, but I'd rather keep it the way
it is :-)

Although development has stagnated, there are still a few active
developers and the Subversion repository sees occasional commits.  We
currently do not have a formal process for "coordination", everyone
works independently much of the time but is fully responsible for
keeping the game in a working condition.
