AFAICS, that's not the case with Org-mode version 8.3.1
(8.3.1-123-g823cad-elpa @ /home/bitouze/.emacs.d/elpa/org-20150914/)
and e.g.:

See the [[another][another]] section.
* Another section<<another>>
#+end_src
The "another" link points, not to the "Another section", but to its
corresponding entry in the TOC.
