    Fix menu-bar mouse clicks in "C-h c" and "C-h k" (bug#53322)
    
    * lisp/subr.el (event-start, event-end): Handle '(menu-bar)'
    events.
    * lisp/net/browse-url.el (browse-url-interactive-arg): Simplify
    accordingly.
