Follow-up Comment #3, bug #21683 (project duplicity):
The archive dir can only be used if you start using it will a full backup.
The fact that duplicity dies when the archive dir is empty is a problem.
As to populating it after the fact, you would need to copy the manifest and
signature files from the remote, decrypt them, and put the resulting files in
the archive dir.
